Agile Program Manager

The Agile Project Manager supports Federal digital services initiatives by leading Agile delivery, coordinating cross-functional teams, managing stakeholder engagement, and ensuring successful execution of complex digital modernization efforts in high-visibility environments., RIVA Solutions is seeking an experienced Agile Project Manager to serve as the primary day-to-day delivery lead for digital services initiatives. This role is responsible for Agile planning and execution, stakeholder communications, risk management, release planning, governance compliance, and continuous process improvement while supporting Government customers and cross-functional delivery teams., * Serve as the accountable Agile Project Manager and primary day-to-day delivery lead for digital services initiatives.

• Coordinate priorities, scope, schedules, resource requirements, and stakeholder expectations.
• Plan and facilitate Agile delivery across Scrum and Kanban teams, including standups, sprint planning, backlog refinement, reviews, demos, and retrospectives.
• Coordinate cross-team dependencies and facilitate Scrum-of-Scrums activities as required.
• Develop and maintain Agile roadmaps, release plans, prioritized backlogs, user stories, acceptance criteria, and definitions of done.
• Manage RAID logs, escalation paths, delivery risks, assumptions, issues, and dependencies.
• Provide transparent delivery reporting using Jira dashboards, metrics, and stakeholder briefings.
• Communicate accomplishments, upcoming work, schedule impacts, and scope considerations to Government stakeholders.
• Ensure compliance with SDLC/WDLC processes, accessibility requirements, quality gates, and governance standards.
• Coordinate with QA, security, infrastructure, and technical teams to support successful releases.
• Drive continuous improvement through retrospectives, SOP development, Agile coaching, and process optimization.
• Coordinate surge efforts and urgent response activities in high-visibility operational environments.

Do you have experience in Visio?, Do you have a Bachelor’s degree?, * Bachelor’s degree in Information Systems, Business, Computer Science, or a related field, or equivalent practical experience.

• Demonstrated experience leading Agile delivery in complex, multi-stakeholder environments.
• Strong proficiency with Jira, Confluence, and Agile collaboration platforms.
• Experience managing risks, issues, dependencies, change management, and stakeholder communications.
• Working knowledge of Microsoft Excel, Power BI, MS Project, and SharePoint.
• Ability to obtain and maintain a Public Trust clearance.
• Experience working effectively with remote and hybrid cross-functional teams and Government stakeholders.
• Required certifications: PMP and Agile credentials such as Certified ScrumMaster (CSM) and/or SAFe Agilist., * Experience supporting Federal digital services, web operations, or public-facing platforms.
• Advanced SAFe or scaled Agile experience including dependency management and release planning.
• Advanced proficiency with Jira and Confluence administration and reporting.
• Experience with Miro, Mural, Visio, Lucidchart, and other collaboration and visualization tools.
• Experience defining and measuring S.M.A.R.T. goals, OKRs, KPIs, and executive reporting dashboards.
• Experience building reports and dashboards using Excel, Power BI, Workboard, or similar platforms.
• Additional Agile certifications such as ICAgile Agile Coach, ICP-ACC, A-CSM, or equivalent credentials.
• Experience establishing PMO governance, templates, standards, and delivery processes across multiple initiatives.
