Job description
To assist with the provision of an efficient, effective, equitable Building Control Service to fulfil the Council's statutory duties regarding the administration and enforcement of the Building Regulations, allied legislation, and environmental management. Make an effective contribution to the development and achievement of service objectives. The post holder may undertake other appropriate duties reasonably assigned by the Operations Manager.
Duties will include:
- The post holder may be required to perform additional or different duties from those listed below to address business needs and changing business practices.
- Assist in carrying out the range of duties / tasks associated with the administration, application and enforcement of Building Regulations, allied legislation, and environmental management as required by the Line Manager. This includes plan assessments and inspecting projects on site, to ensure the functional requirements of the appropriate legislation
- To plan and prioritise work programmes as directed and agreed by the Operational Manager to ensure that all duties and tasks are carried within the specified time and performance targets.
- To keep abreast of all changes and amendments to the Building Regulations allied legislation and environmental energy management requirements, investigating as directed, advances in new building techniques, systems/materials to ensure compliance with the appropriate legislation.
- To assist in participation as required, in any pre consultation service, liaise and assist in providing advice to builders, developers, agents including the public on Building Regulatory and other technical, legislative, & energy matters.
- To participate as required in project teams for service development, continuous improvement initiatives and in the training of Building Control Staff and others, including those on work experience.
- Assist in participation of the development and achievement of the Service plan, Sustainability Strategy and Caron Reduction Plans. Assisting the Climate & Sustainability Officer in driving climate change performance across all Council services including monitoring and identifying good practice.
- Assist in innovative and creative delivery of the Service utilising modern practices towards continuous improvement. To keep under review working practices/procedures to meet business needs making recommendation to the Line Manager and Climate & Sustainability Officer where improvements or efficiencies can be achieved.
- To assist in carrying out a range of duties and tasks associated with the administration, application, enforcement of allied services and legislation such as dangerous buildings, energy performance of buildings, providing council departments with advice regards energy management & assessments. Provide support to area surveyors carrying out fire risk assessment audits, and vacancy control inspections as required.
- To support the line manager in monitoring, coordinating the sourcing / delivery of officer training, enforcement and support of service unit functions, consistency of delivery of legislation, policy development, continuous improvement projects, stakeholder initiatives and customer excellence.
- Ensure compliance with Council policies and procedures including all Health & Safety protocols and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.
- Promote equality of opportunity and access in service delivery and in the employment of staff through the mainstreaming of equality within the Council.
- Ensure the provision of high standards of customer care across all the services provided by the Unit and promote and manage the service effectively and communicate in a way, which enhances and promotes the public image and overall reputation of the Council.
Assist to develop / enhance working relationships with relevant partners and stakeholders to maximise corporate and community planning outcomes to generate innovation in service delivery.
Requirements
Do you have a valid Driving Licence license?, Do you have experience in Microsoft Outlook?, The postholder should be aware that the responsibilities and functional areas of the post may be subject to change as a result of organisational change. The Council therefore reserves the right to change the duties of the post by adding to or amending the range of functional responsibilities. The post holder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation, * A relevant building/environmental related third level qualification (for example, NVQ Level 4, a degree or equivalent) or Corporate Membership of an appropriate building/environmental related professional institute, or equivalent
AND One year employment experience in the following areas;
- Building construction/current techniques & practical application of Building Regulations.
- Sustainability, Carbon foot printing, data analysis and assessment § Interpreting working drawings and specifications in accordance with Building Regulations.
Where applicants do not hold the qualifications stated above they must demonstrate a minimum of 3 years' experience as outlined above.
Corporate Membership of an appropriate Building/Environmental Related Professional Institute or Association as listed below:
- Chartered Association of Building Engineers;
- Institute of Structural Engineers;
- Institute of Environmental Management
- Royal Institute of Chartered Surveyors (Building Surveying Division);
- Institution of Civil Engineers;
- Chartered Institute of Building.
The ability to interpret working drawings, guidance documents, compile / keep accurate records, reports, diagrams and drawings. Carbon foot printing and data analysis/assessment.
Competent in the use of Word, Excel, Outlook etc
