Job description
This position is responsible for obtaining information technology (IT)-related goods and services required by the agency, with a primary focus on software and SaaS procurement.
The position evaluates IT vendors and contracts, including Requests for Quotes (RFQ), Requests for Proposals (RFP), and Requests for Information (RFI). This is a project-based role requiring strong research, negotiation, analytical, and evaluation skills. The analyst conducts market and vendor research, evaluates services, recommends supplier selections, and supports business areas during procurement and negotiations., * Manage end-to-end procurement of IT products and services.
- Lead software and SaaS acquisitions, renewals, and vendor evaluations.
- Evaluate IT vendors, contracts, pricing, services, and proposals.
- Develop and evaluate RFQs, RFPs, and RFIs.
- Research vendors, products, services, pricing, and market alternatives.
- Provide supplier selection recommendations based on research and evaluation.
- Support business areas in evaluating IT goods and services.
- Participate in and support vendor negotiations.
- Optimize software licenses and manage software portfolio costs.
- Manage contract renewals and ensure procurement activities are completed efficiently.
- Collaborate with IT, Legal, Finance, and Information Security (InfoSec).
- Ensure cost-efficiency, regulatory compliance, and effective SaaS operations.

Senior Software & SaaS Procurement Focus
The Senior IT Procurement Analyst will specialize in Software and SaaS Management and oversee the agency’s growing software portfolio. The role will lead end-to-end software acquisitions, contract renewals, license optimization, and software vendor negotiations.
Requirements
- Broad theoretical knowledge of IT products and services.
- Knowledge of statewide procurement rules and regulations.
- Knowledge of financial principles applicable to procurement.
- Ability to independently manage assigned procurement activities.
- Strong research, analytical, evaluation, and negotiation skills.
- Ability to make data-driven supplier and purchasing recommendations.
- Ability to collaborate with IT, Legal, Finance, and InfoSec teams.
