Job description

  • Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.

  • Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.

  • Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed.

  • Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.

  • Directs all aspects of the College's IT operations, such as, User Support Services (Help Desk and training), Networking and Telecommunications, Server and Datacenter Infrastructure, and Information Security and Compliance.

  • Oversees campus IT infrastructure lifecycle, including procurement, maintenance, upgrades, and replacement.

  • Ensures compliance with UH ITS security protocols and relevant federal/state regulations (FERPA, ADA, HIPAA, etc.).

  • Coordinates development and modifies existing campus policies and procedures relating to computer system operations.

  • Develops and manages annual budgets for IT operations and projects.

  • Oversees procurement and licensing of hardware, software, and services in accordance with UH policies.

  • Coordinates planning for technology replacement, sustainability, and resource allocation.

  • Recruits, supervises, trains, and evaluates IT staff; establishes performance expectations aligned with UH System governance requirements and ensures administrative directives, compliance standards, and industry best practices are consistently followed.

  • Manages employee relations, fosters a professional culture emphasizing customer service, teamwork, and innovation.

  • Supports staff professional development and training in emerging technologies and best practices.

  • Recommends and consults administrators on IT-related policies, infrastructure planning, cybersecurity, and technological advancements.

  • Engages with UH Information Technology Services (ITS), external vendors, and systemwide partners to ensure coordinated planning and innovation.

  • Assists with disaster recovery, business continuity, cybersecurity incident response, and enterprise technology risk management planning, including documentation, testing, and continuous improvement cycles.

  • Conducts annual assessment of IT operations and services, integrating findings into the College's Annual Planning and Program Review processes.

  • Uses data-driven analysis to enhance efficiency, cybersecurity, and service quality.

  • Represents the College on system-wide IT committees and working groups.

  • Stays current with emerging technologies and higher education IT trends. Maintains awareness of and adheres to applicable laws, regulations, policies, and procedures of the University to ensure institutional compliance.

  • Performs other related duties as assigned.

Requirements

  • Possession of a pertinent baccalaureate educational degree in Information Technology, Computer Science, Management Information Systems, or a related field and 5 years of progressively responsible professional information technology experience with responsibilities for multi-user system administration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of developing and emerging IT concepts, systems administration and/or infrastructure management as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.

  • Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with enterprise information technology environments, including network infrastructure, system administration, cloud services, cybersecurity, and/or enterprise applications.

  • Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.

  • Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  • Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance., * Master's degree in Information Technology, Management, or related field.

  • Supervisory experience overseeing IT user support, network, or server operations.

  • Experience leading IT initiatives in higher education or a public-sector environment, preferably within a multi-campus system.

  • Certifications such as ITIL, PMP, CISSP, CompTIA Security+, or equivalent.

  • Experience with virtualization (VMware), cloud services, and Virtual Desktop Infrastructure (VDI).

  • Experience developing and implementing IT policies, cybersecurity protocols, and training programs.

  • Demonstrated success in budget oversight, technology replacement planning, and digital transformation projects.

  • Experience managing Active Directory domains, network protocols, and campus-wide infrastructure., * Transcript(s) verifying degree and coursework to date appropriate to the position.
