Job description
Under the direction of the Chief Information Officer (CIO), the Information Technolofy Specialist I (ITS I) I serves as the lead IT budget analyst for the Technology Services Division (TSD). The incumbent manages the development and forecasting of TSD's IT budgets, oversees budget execution (27+ operating budgets including Azure cloud expenditures), conducts vendor cost analyses, and evaluates IT Budget Change Proposals. This position is critical for ensuring fiscal accountability in IT projects and operates within CalHR's Business Technology Management domain for IT Specialists., The California Department of Education (CDE) oversees the state's diverse and dynamic public school system, which is responsible for the education of more than six million children and young adults in more than 10,000 schools with 295,000 teachers. The CDE and the State Superintendent of Public Instruction are responsible for enforcing education law and regulations; and for continuing to reform and improve public elementary school programs, secondary school programs, adult education, some preschool programs, and childcare programs. The CDE's mission is to provide a world-class education for all students, from early childhood to adulthood. Requirements
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience leading IT budget planning and forecasting for multiple programs and projects.
- Proven ability to monitor and manage IT budget execution, including variance analysis and reporting.
- Skill in evaluating IT vendor costs and supporting fiscally responsible procurement decisions.
- Knowledge of California's IT budgeting processes, including BCP development and fiscal compliance.
