Technical Lead - IT Procurement & Project Management[Local to PA]

We are seeking a Technical Lead IT Procurement & Project Management to support the Pennsylvania Department of Education (PDE) Office of Information Technology. This role is ideal for professionals with experience in IT procurement, vendor management, project management, contract administration, and business analysis. Key Responsibilities

• Lead IT procurement initiatives, including new procurements and contract renewals.
• Coordinate with procurement, legal, business, and technical teams throughout the procurement lifecycle.
• Develop and review procurement documents such as RFPs, RFQs, and Statements of Work (SOWs).
• Manage vendor implementation projects for COTS/MOTS technology solutions.
• Create and maintain project plans, schedules, risk logs, and status reports.
• Monitor project scope, timelines, budgets, and vendor deliverables.
• Serve as the primary technical point of contact for contract compliance and vendor performance.
• Maintain contract documentation, deliverables, amendments, and audit records.
• Collaborate with stakeholders to ensure successful project execution and timely delivery.

• 2+ years of Project Management experience.
• 2+ years of Business Analysis experience.
• 1+ year of Procurement experience.
• 1+ year of RFx (RFP/RFQ) development experience.
• 1+ year of Statement of Work (SOW) development experience.
• Experience managing vendor implementations and technology projects.
• Strong knowledge of procurement processes, contract management, and stakeholder coordination.
• Excellent communication, documentation, and organizational skills.

Preferred Skills

• Experience supporting state or government IT projects.
• Knowledge of procurement policies, contract compliance, and vendor management.
• Experience with enterprise software implementation projects (COTS/MOTS).
