Job description

  • The Digital Systems Manager will be responsible for leading the management, development and continuous improvement of key Digital and IT systems across the organisation, including:
  • Manage and support a range of Line of Business (LOB) systems and services, including Finance, HR, Fleet, Stores, Prevention and Protection, Operational Applications and other business-critical systems.
  • Lead the development, implementation and enhancement of existing and new Digital and IT systems to support organisational objectives.
  • Manage day-to-day service requests and incidents using a Service Management tool, ensuring agreed Service Level Agreements (SLAs) are achieved and maintained.
  • Work closely with internal stakeholders and external suppliers to investigate, troubleshoot and resolve complex technical issues.
  • Manage IT systems infrastructure, ensuring compatibility, security, licensing compliance and effective asset management.
  • Provide specialist technical advice during procurement exercises, including tenders, quotations, supplier evaluations and system demonstrations.
  • Communicate complex technical information clearly to users, managers and key stakeholders.
  • Coordinate system upgrades, releases and change management activities, working with all relevant stakeholders, including Change Advisory Boards (CAB).
  • Contribute to Service Transition Assurance Process (STAP) documentation and support the effective management of operational risk.
  • Lead the analysis of business requirements, system design, implementation, testing, documentation and ongoing support for complex Digital and IT solutions.
  • Design and deliver training on Line of Business systems, ensuring user guidance and operational documentation remain accurate and up to date.
  • Monitor system performance, availability and capacity, taking proactive and reactive action to maintain service continuity.
  • Act as the lead contact for relevant Digital services in the absence of the Head of IT and support Business Continuity and Disaster Recovery arrangements.
  • Manage multiple priorities and projects simultaneously, adapting to changing organisational requirements and deadlines.
  • Support the development of Digital and IT strategies, business cases, procurement exercises, budgets and long-term service improvement plans.
  • Research emerging technologies and recommend improvements that deliver value for money and enhance organisational performance.
  • Lead and support Digital and IT projects using recognised project management principles, ensuring timely delivery and regular progress reporting.
  • Develop and maintain organisational policies, procedures and guidance relating to Digital systems, information governance and system administration.
  • Supervise and support members of the IT team, identifying training and development needs while promoting high standards of performance.
  • Build and maintain effective working relationships with colleagues, suppliers, auditors and other key stakeholders.
  • Ensure compliance with all organisational policies, legislative requirements and information governance standards.

Requirements

If so, read on, as we may have just the role for you., * A university degree (or equivalent professional qualification) in a relevant discipline such as ICT, Systems Development or Computing and at least 2 years’ experience in a Systems Manager role., * A Higher National Diploma (HND) in a relevant discipline such as ICT, Systems Development or Computing and at least 2 years’ experience in a Systems Manager role., * Experience managing, maintaining and upgrading Digital and IT systems, with the ability to troubleshoot complex technical issues.

  • Excellent planning, organisational and prioritisation skills, with the ability to manage competing workloads.
  • Strong written and verbal communication skills with the ability to communicate technical information to a wide range of audiences.
  • Excellent attention to detail and commitment to delivering high-quality customer-focused services.
  • Full current UK driving licence or access to suitable transport that enables the full requirements of the role to be met.

Desirable:

  • Experience working within Local Government or the wider Public Sector.
